Heat Pump Grant Cuts Reported: What Essex Homeowners Should Know
This week's heat pump headlines have left a lot of homeowners asking whether the grant is about to disappear. Here is what has been reported, what the scheme offers today, and what to check before you commit. All details are accurate as of 15 October 2026. Is the heat pump grant being cut?
On 12 October 2026, The Guardian reported that ministers are preparing to cut "hundreds of millions of pounds" from the Boiler Upgrade Scheme's £2.7bn five-year budget, as part of savings to fund higher defence spending. According to the paper's sources, the scheme will not be abolished altogether.
Nothing has been confirmed. A Department for Energy Security and Net Zero spokesperson told the Guardian that savings for the defence investment plan are "a small part" of the department's budget and that the government will set out its plans "this autumn". Industry commentary in Planning, BIM & Construction Today notes that the Budget is on 28 October, so that is the next date to watch.
What is the Boiler Upgrade Scheme?
The Boiler Upgrade Scheme (BUS) is a government grant for homes and businesses in England and Wales that replace fossil fuel heating with a low carbon system. According to GOV.UK, the current grants are:
£7,500 towards an air source (air-to-water) heat pump.
£7,500 towards a ground source heat pump.
£2,500 towards an air-to-air heat pump.
£5,000 towards a biomass boiler.
Until March 2027, an extra £1,500 is available towards an air source or ground source heat pump if your property is heated by oil or LPG and has no mains gas connection. You can get one grant per property, and hybrid systems (a gas boiler working alongside a heat pump) are not eligible.
Am I eligible for the heat pump grant?
GOV.UK says you are eligible if you own the property (including a rental property, second home or business premises) and you are replacing fossil fuel heating such as oil, gas, LPG or electric heating. Most new builds and social housing are not eligible, nor is a property that has already had government funding for a heat pump.
How do I apply?
You do not apply yourself. You get quotes from MCS-certified installers, agree a quote, and the installer applies on your behalf through Ofgem. The grant is taken off the price and shown on your quote and invoice. The installer must commission the heat pump within 120 days of applying, so it pays to have the survey and electrical work planned before the application goes in.
Should I apply now in case the grant is cut?
Nobody can say what the Budget will contain until it is published. What we can say is that the scheme is open today, with the rates above. If you were already planning to replace an ageing boiler, it makes sense to get a survey and written quote now so you are ready, rather than rushing a decision later.
Two other dates are worth knowing. HMRC's VAT Notice 708/6 says the installation of air source and ground source heat pumps in homes is zero-rated for VAT until 31 March 2027, reverting to 5% from 1 April 2027. Ofgem also confirms there is no VAT on household electricity bills from 1 October 2026 to 31 March 2027.
What electrical work does a heat pump need?
A heat pump is a significant electrical load, so the electrics need checking before installation. Typically this means:
Checking your incoming supply and main fuse can take the extra load.
A dedicated circuit, with suitable protection, from your consumer unit.
Checking the consumer unit and earthing are in good condition, and upgrading if needed.
Notifying your network operator where required.
Certification to the current wiring standard, BS 7671 Amendment 4 (see our guide to Amendment 4).
If you have, or are planning, solar panels or a home battery, it is worth designing everything together. See our solar and battery page and our page on EV chargers, heat pumps and air conditioning. If you are unsure about the condition of your existing wiring, an electrical inspection is a sensible first step.
FAQ
Has the Boiler Upgrade Scheme closed?
No. As of 15 October 2026 it is open, according to GOV.UK. Reports suggest its budget may be reduced, not that it will close.
Does the grant cover air conditioning?
The scheme now includes £2,500 towards an air-to-air heat pump. Your installer can confirm whether a particular system qualifies.
Can landlords get the grant?
Yes, GOV.UK says owners of properties rented to tenants can apply, provided the other conditions are met.
